About the IPP
CEBRAP’s International Postdoctoral Program (IPP) is designed to provide Ph.D. graduates with an interdisciplinary research experience, allowing them to explore topics beyond the boundaries of their field of study. We believe this will broaden their perspective on contemporary societies’ major issues.
Founded in 2016, the IPP builds on CEBRAP’s successful history of the Cadre Training Program (1986-2002) and the Postdoctoral Program (2003-2007), which have trained 116 young researchers who have since achieved prominent positions at universities and institutions throughout Brazil.
The Program is currently led by Prof. Maria Hermínia Tavares de Almeida and Prof. Vera Schattan Ruas Pereira Coelho (learn more at Coordinators). It has over 20 active Postdoctoral Fellows supervised by experienced researchers from different Cebrap’s Nucleus (meet them at Supervisors). The IPP has produced 15 outstanding researchers to date (check out their profiles in our Alumni section) and helped current and former Fellows to publish remarkable papers and books. At the IPP, we seek to attract outstanding researchers who are eager to pursue their projects and make a positive impact in their fields. Coordinators
Maria Hermínia Tavares de Almeida
Prof. Tavares is a senior researcher at CEBRAP and retired titular professor from the Department of Political Science at FFLCH-USP and from the International Relations Institute, working in the International Relations and Political Science Postgraduate Programs at USP. She graduated in Social Sciences from the University of São Paulo (1969), holds a PhD in Political Science from the University of São Paulo (1979) and a post-doctorate from the University of California, Berkeley (1984). Among her publications are the book Crise econômica e interesses organizados (Economic crisis and organized interests – EDUSP) and the article “Privatization: reform through negotiation.” She was a director of the International Relations Institute at USP (2010-2013). She was a visiting researcher at the Institute of Latin American Studies at London University (1992), Tinker Visiting Professor at Stanford University (1996), visiting professor in the Latin America Doctoral Program at the Ortega y Gasset Institute (2000, 2001 and 2002), visiting Professor in the Department of Political Science at Université de Montréal (2006), and a visiting researcher in the King’s College Institute Brazil, University of London (2012). She participated in the Executive Committee of the Latin American Studies Association (2001-2004), the Executive Committee of the International Political Science Association (2006-2009), and was president of the Brazilian Association of Political Science (2004-2008) and the Latin American Studies Association (2010 -2012). She is currently a member of the Brazil Institute Advisory Board and the Latin American Program at the Woodrow Wilson Center for Scholars (Washington), the Council of Eminent Persons of the World Bank Chief Economist, and the Academic Commission of the European Union-Latin America and the Caribbean Foundation (EU-LAC Foundation). She was awarded by the president with the National Order of Scientific Merit, in the Comendador category (2006) and received the Academic Excellence Award in Political Science from ANPOCS (2013).
Vera Schattan P. Coelho
Prof. Schattan is a social scientist specializing in public policies and political analysis. Her areas of interest include healthcare systems, health inequalities, social policies, citizen participation in the political process, and citizen engagement in decision-making processes. She holds a Ph.D. in Social Sciences with a specialization in State and Public Policy from the State University of Campinas (UNICAMP) and completed her postdoctoral research funded by Fapesp at CEBRAP. She has been a visiting researcher at the Hauser Center, Kennedy School, Harvard University, USA; the Institute of Development Studies at the University of Sussex, United Kingdom (IDS); Torcuato Di Tella University in Argentina, and the Information and Studies Centre of Uruguay (CIESU). She serves as the coordinator of the Center for Citizenship and Development at Cebrap and is a researcher at the Center for Metropolitan Studies (CEPID/CEM). At the Federal University of ABC (UFABC), she is a faculty member in the Public Policy graduate program. She works with both quantitative and qualitative research methods and has extensive experience in evaluating public policies and coordinating research projects at the local, national, and international levels (Brazil, Mexico, Argentina, Uruguay, India, Bangladesh, South Africa, Mozambique, Nigeria, and Kenya). She has conducted various comparative studies in the areas of pension system reform, healthcare systems, and social participation, supported by the São Paulo Research Foundation (FAPESP), the National Council for Scientific and Technological Development (CNPq), the former UK Department for International Development (DFID), the International Development Research Centre (IDRC/Canada), the Institute of Development Studies (IDS/Sussex University), and foundations such as Rockefeller and Hewlett, among others. She has provided consulting services to institutions such as the Brazilian Ministry of Health, the Municipal Health Department of São Paulo, and the Ford Foundation.
Marta Rodriguez de Assis Machado (former coordinator)
Prof. Machado is currently the National Secretariat for Drug Policy of the Ministry of Justice and Public Security. She is a full-time professor at FGV Sao Paulo Law School since 2007. Associate Dean of the Academic Master’s and PhD Programs from 2019 to 2022. She holds a Master (2004) and a PhD (2007) in Philosophy and Theory of Law from the University of Sao Paulo. During her PhD, she was a visiting researcher at Barcelona University (Philosophy of Law Department) and at Max Planck Institute for the Study of Crime, Security, and Law. Postdoctoral fellow at the Freie Universität Berlin (funded by Capes) and the Center for Latin American Studies at UC Berkeley. Visiting professor at the University of Toronto and at Columbia Law School (2017). She is currently a senior researcher at CEBRAP; global fellow at the Centre on Law & Social Transformation (University of Bergen); Fellow at the International Reproductive and Sexual Health Law Program, University of Toronto School; associate researcher at the Oxford Human Rights Hub; and one of the main investigators at Maria Sibylla Merian Centre Conviviality-Inequality in Latin America – MECILA.
Her research lies in the interdisciplinary field of Law and Legal-Sociology, and focuses on the relations between social movements and Law. She is particularly interested in investigating the ambivalent and disputable role that Law plays in this relation. She is works in the fields of sexual and reproductive rights; racial violence, protest policing, and police accountability.

2025 Call for Proposals
HOW THE PROGRAM WORKS
The IPP will select a group of up to 10 doctors from different nationalities, who earned their Ph.D. in Brazil or abroad.
Beginning in August 2025, the program lasts for at least two years, with the option of a stay at a foreign institution (see above for the list of partner institutions) funded by postdocs’ own scholarships. As an option, the researcher can extend their participation in the program for up to two extra years.
The post-doctoral program is grounded in research activity. Postdoctoral researchers might develop their project under the supervision of CEBRAP senior researchers (PhDs for over 10 years) and can become part of their research teams, choosing topics related to ongoing studies in the institution (see above a list of available Supervisors and check here the Nucleus at Cebrap).
Postdoctoral researchers will participate in three mandatory and regular activities:
- Weekly research seminar (Thursdays) in which postdocs successively present their initial project, partial results, and a final written product (article, book chapter, book). This seminar aims at following the project development in its several stages: object definition, theoretical approach, research design, research strategies, and partial and final results. The weekly seminars are held remotely (by Zoom) or in a hybrid format so those who do not live in São Paulo can also engage themselves in participating. Seminar attendance is mandatory.
- Open Seminar with the participation of CEBRAP researchers as well as national and international guests. Open to the academic community, the Open Seminar is an occasion for the post-docs to present the results of their work to the public.
- Submission for publication of an article or book at the end of the program.
Postdoctoral researchers should also:
- Be active participants in CEBRAP’s collective activities (seminars and debates) as well as in their affiliated research group, if that is the case.
- Present their research proposals in the Weekly Research Seminar before submission to funding applications.
EVALUATION
The postdoctoral researchers will have their final product (book or article) evaluated by the IPP Academic Committee.
Participants who meet the program’s requirements will receive an achievement certificate.

SELECTION PROCESS
Class: up to 10 doctors per year.
Candidates may be invited to an interview with the potential supervisor.
Results will be announced up to May 16th, 2025 via email (postdoc@cebrap.org.br). Approved postdoctoral researchers will receive a formal acceptance letter.

The program starts in August 2025.
AFFIRMATIVE ACTION
Two positions will be filled by candidates who declare themselves blacks or descendants of indigenous groups. People applying through this policy will be exempted from the payment of the enrollment fee. FUNDING
The program operation is funded by CEBRAP and there are no additional charges to postdoctoral researchers. The sole requirement is that postdocs pay the selection fee of R$ 150,00 and the enrollment fee of R$ 1.275,00. No enrollment fee will be required from candidates selected by partner institutions nor from those selected through affirmative action.
The Program does not offer scholarships but gives institutional support for those post-docs willing to apply for Brazilian and foreign funding agencies.
Postdocs living abroad should be provided through their own resources, their institutions of origin, or international funding institutions with official support from CEBRAP.
Postdoctoral researchers living in Brazil, whether Brazilians or foreigners, may resort to their own resources or apply for a national scholarship, with official support from CEBRAP.
Postdoctoral researchers funded by FAPESP (or other funding institution) must meet the rules and requirements of the funding institution as well as the program’s norms. For those interested in a scholarship funded by FAPESP, we highly recommend reading the rules on FAPESP´s website.
